The Centre has proposed that from July 1, 2021 it will be compulsory for the candidates to hold PhD degree to be recruited directly for the post of assistant professor in universities and colleges.
Until then, a candidate belonging to general category will be eligible to apply for direct recruitment for the post of assistance professor only if he/she holds a degree in his or her masters with a minimum of 55% and has also cleared NET (National Eligibility Test). This is as per the draft regulations framed by the UGC to amend existing rules for appointing and promoting university and college faculty members.
Candidates belonging to Scheduled caste or Scheduled tribe or those who are differently abled will get a 5% relaxation in their masters’ program as per the set rules and regulations.
It is to be kept in mind that the state level test (SLET) shall be valid as the minimum eligibility for the direct recruitment only under the control of respective states for direct recruitment to universities, colleges or any other institution dealing in higher studies.
On the draft regulations, the commission has openly invited comment from the stakeholders and a UGC official has said that the final shape will be given only after receiving comments and feedback from the stakeholders.

In addition to the above mentioned news, the commission has also proposed to create a post of the senior professor in the universities. For the post of senior professor, the appointments will be done through the process of direct recruitment. It has been proposed by the commission that up to 10% of the existing sanctioned strength of professors in the university will be appointed as senior professors.
Eligibility to the post of senior professors include a minimum of 10 years of experience either in teaching or research experience as professors or any other equivalent grade in the institutions dealing with higher education.
The commission is looking forward to bringing uniformity in the recruitment process across all the colleges and universities through the draft regulations.
At present, the colleges and universities follow their own methods to recruit senior professors. This is why the commission has set the eligibility criteria and process required to be followed by all the higher institutions to recruit a new faculty member.
Moreover, the draft rules say that any candidate holding a degree in PhD from a university or any other higher education institution which have been falling under top 500 world university ranking of Quacquarelli Symonds, the Times Higher Education, and Academic Ranking of World Universities of the Shanghai Jiao Tong University will be eligible to appear in the process of direct recruitment.
Till July 1, 2021, the system will be as it is now but after the prescribed date, all the colleges and universities will have to follow the draft likely to be released by the commission, thus, ensuring uniformity in the recruitment process.
